THE UGLY TRUTH in the health-care reform battle has been its expense. To pay for the estimated $1 trillion tab that the Congressional Budget Office estimates reform will cost over the next decade, the wealthy have been targeted for higher taxes. But now Congressional Democrats are mulling whether to extend their reach from the merely rich to the beautiful.
The Senate Finance Committee has discussed imposing a 10% surtax on an array of cosmetic procedures deemed unnecessary for medical purposes in order to generate a portion of the billions needed to fund the health-care reform scheme.
Congress Daily reports the panel's chairman, Max Baucus, said he heard some "interesting," "creative" and "kind of fun" ideas in a meeting earlier this month with Office of Management and Budget director Peter Orszag during which the tax on tummy tucks and such was brought up.
